Some women rise through institutions. Others dedicate their careers to building, strengthening and transforming the institutions they serve. Mrs Didi Esther Walson-Jack, OON, mni, belongs to the latter category. A pioneering public administrator whose journey reflects the power of institutional leadership, purposeful service and lasting influence.

Introduction

A distinguished lawyer, public administrator, reformer and author, Walson-Jack has devoted more than three decades to public service, building a career across state and federal institutions. Her journey culminated in her appointment as the 20th Head of the Civil Service of the Federation in August 2024, placing her at the helm of one of Nigeria’s most important public institutions.

Her story is not simply about attaining one of the highest positions in public administration. It is about the professional discipline, institutional courage and commitment to reform required to make leadership count.

From building institutions to leading national administration

Walson-Jack’s professional foundation was built on legal education. An alumna of the University of Lagos, she obtained her Bachelor of Laws degree and was called to the Nigerian Bar in 1987.

Her public service journey took a defining turn in 1996 when she became a pioneer member of the Bayelsa State Ministry of Justice following the creation of the state. She subsequently served as Solicitor-General and Permanent Secretary of the Ministry of Justice, Commissioner for Science, Technology and Manpower Development, and Chief of Staff to the Governor of Bayelsa State.

These appointments exposed her to the complexities of institution-building, policy development and executive administration.

In 2009, she joined the Federal Civil Service. Her appointment as a Federal Permanent Secretary in 2017 marked another significant milestone. Over the years, she served across five federal ministries and offices, including Service Welfare, Niger Delta Affairs, Power, Water Resources and Sanitation, and Education.

This breadth of experience prepared her for the responsibility that would become the defining chapter of her public service career.

Leading the transformation of Nigeria’s Civil Service

On 14 August 2024, Walson-Jack assumed office as Head of the Civil Service of the Federation.

She inherited an institution facing the imperative of becoming more efficient, digitally enabled, accountable and responsive to the demands of modern governance.

Her tenure placed considerable emphasis on public-sector modernisation and digital transformation. Initiatives included the expansion of the Electronic Content Management System across federal ministries, departments and agencies, the introduction of Service-Wise GPT to support access to public service knowledge, and the GovMail initiative to strengthen official digital communication.

These interventions reflected an important understanding of institutional performance: government cannot become more effective without improving the systems, processes and capabilities through which public servants deliver their responsibilities.

Her leadership also prioritised workforce development and staff welfare, recognising that the transformation of an institution must involve the people who sustain it.

Her tenure concluded on 27 August 2026, following 34 years of public service.

The significance of her leadership therefore extends beyond the office she occupied. It invites reflection on the reforms pursued, the capabilities developed and the institutional foundations that can continue to support the Federal Civil Service.

Beyond the mandate: three books, three dimensions of legacy

Walson-Jack’s contribution extends beyond public administration. Through her three books i.e. Roses in the Thorns, I Planted and Beyond the Mandate — she has also created an intellectual and personal record of her experiences, reflections and convictions.

Roses in the Thorns speaks to the personal journey behind professional achievement, bringing attention to resilience, life’s challenges and the convictions required to navigate difficult seasons.

I Planted evokes the importance of investing in the future, nurturing possibilities and recognising that meaningful contributions may produce results long after the initial effort. Its message resonates with the work of institution-building, where the value of today’s decisions may be realised by generations to come.

Beyond the Mandate invites reflection on the responsibilities that accompany leadership and the difference between merely occupying an office and making a meaningful contribution through the authority entrusted to one.

Together, these books add an important dimension to her legacy. They connect personal resilience with purposeful action and institutional responsibility.

They also reinforce a central truth: leadership is not measured only by the positions attained, but by the ideas shared, the people influenced and the value created beyond one’s immediate responsibilities.

The meaning of full capacity

Walson-Jack’s journey offers a compelling perspective on the philosophy of NO MORE SHRINKING®.

Her career demonstrates what becomes possible when professional expertise is combined with the courage to accept greater responsibility, navigate unfamiliar environments and influence institutions at the highest levels.

Her experience also raises important questions about women’s advancement in public administration and corporate leadership.

How can institutions identify and develop women with leadership potential? How can women gain access to assignments that prepare them for senior responsibility? And how can established women leaders help create pathways for those coming behind them?

The objective should not simply be to celebrate women who become the first to occupy particular positions. It should be to build institutions where women’s advancement becomes a natural outcome of competence, opportunity and deliberate leadership development.

Full capacity is not merely about attaining the highest office. It is about having the capability, authority and opportunity to make a meaningful difference.

A distinguished voice for the Full Capacity Experience

On Friday, 20 November 2026, at MUSON Centre, Onikan, Lagos, Mrs Didi Esther Walson-Jack will celebrated at NO MORE SHRINKING® — The Full Capacity Experience, where she will receive a distinguished recognition.

Her recognition will acknowledge a distinguished career of public service, institutional leadership and contributions to the modernisation of Nigeria’s Civil Service.

A legacy beyond the title

The story of Didi Esther Walson-Jack is ultimately about building beyond oneself.

From helping establish the institutional foundations of Bayelsa State to leading Nigeria’s Federal Civil Service, she has occupied positions that demanded professional expertise, adaptability and a commitment to public service.

Her reforms speak to institutional transformation. Her books preserve lessons about resilience, purposeful investment and leadership beyond formal authority.

For emerging women leaders, her journey is a reminder to prepare for responsibility, remain open to opportunities and recognise that professional expertise can become a platform for wider influence.

For institutions, it reinforces the importance of developing people, strengthening systems and creating opportunities for capable women to lead.

At NO MORE SHRINKING®, her recognition celebrates a woman whose career demonstrates that leadership is not simply about reaching the highest office. It is about what you transform while you are there, what you leave behind when you depart, and what becomes possible for others because you led.
